Workspace setting are injected into global setting

I have installed peacock extension that colors window based on my need to distinguish multiple windows. Enabling Vira Theme copies those workbench.colorCustomizations to User level Settings. Disabling it fixed the issue I was trying to figure out why has this been happening for a while!!!
